Uh... I know some places in the UK (Because I've been there and there are no hotspots in Brunei) or just Ashford. These are the hotspots: Debenhams, Argos, Gameshop, Cafes, Hotels (Depens which hotel you are in.).

I always find McDonalds to be a great and reliable place to access a Nintendo Zone. Greggs bakery also works as a hotspot, because I get six random Streetpass hits every time I walk by.

Now I know you're new and naturally reading old stuff, but this was surely a deliberate wind up!

Did we ever figure out if that was a legitimate forumite or someone's very cleverly constructed alt. account?

Blimey. It seems a bit sad that we lost a forumite from Brunei - the more, the merrier, and all that.
I'm so sad I'm got even going to make a comment about the well known franchise Gameshop

Awesomedude reminiscence aside, this has become a legit thread - I think Nintendo's been switching off some of the Nintendo Zone hotspots. Over the last year and a half I've stopped getting StreetPasses from certain locations where I was always guaranteed to get them.
